>> state delegate tiffany alston and state prosecutors have reached an agreement to resolve the two criminal cases against her without going to trial. she is accused of using campaign funds to buy a wedding dress and using taxpayer money to pay an employee of her law warm. >> the lawyer for anne arundel county executive john leopold is asking for new testimony, alleging gender did -- gender discrimination be tossed out. attorney linda actor is attaching the new claims saying they became sensationalized. the lawsuit accuses leopold and three other men of improper conduct and sexual harassment which created a hostile workplace. leopold has also been accused of using spies to detect this

loyalty among county employees. x and new and disturbing possible motive in connection with last month cafeteria shooting at perry hall high school. attorneys for 15-0 robert gladden say he went to school armed with a shotgun because he expected to be killed. david collins joins us from towson with the latest. >> his attorneys described that desire as suicide by cop. testimony revealed that gladden is under suicide watch. his attorneys described him as scared, depressed, and overwhelmed by his personal circumstances. according to his attorneys, 15- year-old robert gladden went to perry hall high school armed with a shotgun because he expected and desired to be killed. >> i think we are dealing with a child who primarily was motivated to commit suicide by cop. what he was doing was acting out in a terrible fashion in the hope that somebody other than him would pull the trigger for him and he would perish.

>> one of his attorneys had previously said he took the gun to school to intimidate bullies and had no intention of pulling the trigger. baltimore county investigators would not confirm claims that he was a victim of bullying. 17-year-old daniel barley several gunshot to the back and was recently released from hospital. the guidance counselor subdued gladden, pinning him against vending machines. several others suffered minor injuries during the commotion. >> this child asked about the wellbeing of the child that was injured. we told him and he expressed relief and said that someday he would like to meet the child and his parents and express his regret for this behavior. >> robert gladden look just like this poteau as he arrived in circuit court in towson for bail review. he is charged with attempted first-degree murder.

his attorneys tell the judge he is on suicide watch. his attorneys asked for postponement of the bail review until they've had an opportunity to look at the doctors' report. they ask the judge to art -- order a report on his own life. they will use all that information to argue for bail. >> the basic issue is his youthfulness, the fact that he is able to be reached bridget rehabilitated and he has had no prior criminal contacts. these are the kind of things the court will be asked to consider at some point. >> tears streamed from some of his family members. they have not seen him since his arrest. no court date has been set for a bail review or to hear arguments to petition the case back to juvenile court. david collins, wbal-tv 11 news. >> baltimore county school officials are set to introduce a

new and improved school safety and security plans for teachers and school personnel. they will learn more about how to report suspicious activity. the district may introduce a new, anonymous a tip hot line. the teachers association welcomes those new measures. >> tomorrow there will be information coming out that will help them to not only understand what their role is, but also to help the students understand what their role is. i believe a peace will be coming out for the parents as well. >> information for parents will be included in a letter from the administration. >> a man was shot on the campus of morgan state university. we brought you that breaking news yesterday at 5:00 and 6:00. officials are evaluating their response. >> things are getting back on

track here on campus. a peaceful rally of the last 20 minutes on the other side the campus. students order to show united. after yesterday's shooting. the peaceful rally started about 20 minutes ago. police are going from building to building to make sure the a gunman is no longer on campus. many of the students are pleased with the university's response, but officials say there's always room for improvement. >> it is a bit surreal. we don't even know how to handle it. >> business as usual at morgan state university, just one day removed after a violent act forced the campus to be on lockdown. with students returning to class on thursday, the incident is still fresh on their mind, especially knowing the person responsible for shooting a man on the campus is still at large. first responder rushed to the

campus after someone shot a man in the stomach inside the student center just before 5:00 p.m. wednesday. university officials say neither the gunman or the victims were students at the university and are calling the attack a target shooting. students received text alerts and e-mails informing them that the suspect was still at large. >> it is definitely useful because you know what areas to be around or stay away from one counsel. >> the number of students did not receive the alerts right away due to technical issues. >> what apparently happened was, the website reached overload yesterday as information started going out, and people started logging on to the website. but it was back up quickly and the logjam was fixed. >> university officials are pleased with their response to the shooting but say there's always room for improvement. for instance, the morgan state president will speak with members of the cabinet and

others to evaluate response times to the incident. he has reached out to baltimore city government and police departments and campus security. >> we will be looking at what happened and ways that would probably can improve or enhance security on the campus and protocols for what to do in cases like this to examine how things work and what we can do to make them work better. >> at last check, the shooting victim was in critical but stable condition at johns hopkins university, and the shooter is still at large. >> there is much more ahead on 11 news at 6:00. >> what was revealed in front of the pse earlier today.

june derecho the worst thing he has seen his 40 years at bge. the pse had questions about response and restoration time and customer complaints. is that whether event most of us will never forget. around 10:00 on june 29, straight line it rains ended at knocking out power to more than 760,000 bge customers. now after a number public hearings, the ge top brass was in front of the pse thursday to explain how the company handled the storm, which many customers had a problem with. >> there's a growing divide between customer expectations for restoration in a hurricane like versus the reality of the system that we actually have today. >> are represented told reporters the biggest problem b g e dealt with was giving accurate times as to when

service would be restored. another problem revealed in the hearings was the fact that just before the storm, a number of contractors have been released to go work on other projects in virginia, which it kept in place may have been able to help restoration efforts go a little faster. >> is it true that whatever crews worked in the dominion territory are beholden to dominion until dominion releases them? >> my understanding of the way that would work, [indiscernible] they went on to tell the board of difficult the restoration effort was, working through extreme temperatures in getting more than 1500 out of state crews in place and still managed to get power restored and about the same time it did when irene hit, which they were prepared for. >> assuming we had a heads up and had people here, we probably

a little bit above normal in the afternoon, but the morning was cool and comfortable as 55 degrees. los 70 posey added far western maryland, and around 80 degrees in the baltimore area. it will be beautiful again tonight, mainly clear skies. calm winds and son set at 7:17. the front will come sliding through here and look at the temperature contrasts. 79 in cleveland right now to 68 in chicago. there are some showers on the western side of the front with wet weather approaching chicago. look at the very narrow band of showers. is a fairly weak area of rain that will come through here east of the mountains. does not look like it will be here until tomorrow night.

they are having so much fun here camden yards. the orioles are alone for now in first place, a half-game ahead of the new york yankees who are getting ready to face the red sox this evening. the orioles road trip began in oakland. >> a while road trip ahead for the orioles, nine games in the next 10 days. we knew would not take long for the ravens season to get interesting. feely has an excellent, aggressive team and we have already seen what joe flacco and the ravens offense can accomplish. a lot of it comes from coordinator cam cameron trying to get the best matchup for all his assets.
